Windows 11 update brings advertisements to the start menu

CPU stays underclocked...

I have an intel dq45cb mobo alongwith a c2q q8200...its supposed to run at 2.33GHz but the multiplier stays at 6 giving clk speed of 2.0GHz...what do i do...i get this reading in cpu-z...
