Accessing Bios from USB devices

I have a new I7 920 Dell computer that does not have a ps2 port for the keyboard. It has a USB keyboard. When I get to the BIOS access utility I cannot make changes in the first section of the utility. How can I change the settings without USB support in the BIOS Utility? I just want to enable Turbo mode to start with.

If its a new dell PC I would ask them, I think Dell sometimes lock all the bios settings.
