I'm running a system with a quad core processor and integrated graphics. The power supply is only 300 watts. Should I upgrade to stronger power supply if I put a 9500GT on it? I'm running one monitor, and plan on sticking with that, no overclocking plans either.

Should be fine, but which PSU is it?
Btw, the HD4650 is faster and draws slightly less power.

9600GT would be better if you are on low budget.... or else go for GTX260......... or 9800GTX+..

GeForce 9500 GT 1GB Minimum of a 350 Watt
and hve only 32 stream processors,

HD4670 doesn't 'need' 350W, official peak power is 70W, uses likely little less. And for other cards as well, see here:
