Laptop cannot read disc for external harddrive

I have a Maxtor external hard drive/but laptop shows an I/O device error, windows unable to read disc device manager says device working ok. how to resolve this

Has it ever worked, can you try it on another pc? Try rebooting with it connected.

YES it was working fine/ On pc it is just the same error that shows/ Rebooting with it connected did nothing to change this issue. thanks for replying anyway.
