I5 core speeds of 9.6Ghz possible without turbo boost limitations

Hello,
while I was flashing the bios on my hp laptop I noticed on the turbo boost monitor that is showed speeds up to 9.6Ghz was this accurate? if so does that mean that the speed clock rate is controlled in the BIOS somewhere. Thanks
