Proper grounding technique

okay, i've heard on forums a variety of 2 different answers.
Can some please just clear everything up.
Do you
a) unplug psu from wall everything, turn psu to off and u will be ground as long as u touch case
b)keep psu plugged in but turn it off, and u will be grounded.

There are many ways. Both of yours are correct. Some people say that if you plug the PSU into the wall you're grounded no matter if it's grounded or not. But if you just touch any unpainted metal surface you're fine. The best way though is to get an antistatic wrist strap and connect it to an unpainted surfce and you're grounded all the time.

b)... Assuming that the earth gnd is adequate. Can be tested with a decent DVM. To be safe, then use a wrist strap and then connect it to an unpainted surface. (I prefer 3M.)

No PSU yet? Connect wrist strap to earth gnd in nearest wall socket.
