Help overclocking Intel Core Q8200

Im planning to upgrade my PC to a Gaming PC, Im gonna get:
Corsair 650 watts
Radeon 5830

But i feel my PSU is not good enough @ 2.33ghz

Right now I have:
Intel Core Q8200 @ 2.33ghz
Packard Bell Motherboard
250w PSU (Im gonna upgrade to 650 watts TX Corsair)
Not sure what my CPU cooler is
4gb DDR2 Ram

Im completely new at overclocking so please help me, i want to get atleast to 3.00ghz

You almost certainly will not be able to overclock with a Packard Bell motherboard. Motherboards in commercial computers generally have a locked BIOS.
