which is better in the overclocking department the Quad Q9650 3ghz 12mb 95w 45nm E0 or the Extreme QX9650 3ghz 12mb 130w 45nm C0 ?

Is this your second identical thread? We had this exact question not 3 hours ago!

QX has unlocked multi so is potentially easier to OC, however Q9650 is a newer stepping and hence could possibly go further.
