Dial Area Code First

When I dial a phone number from my telephone about 1/3 of the time, the call doesn't go thru and I get a message "In order to complete this call you must dial the area code and the telephone number. I get this message even though I always dial the area code first and then the phone number. Can someone tell me how to fix this problem. It's a show stopper as far as magicjack is concerned.
