Windows XP Recovery Malware

My father just called me to tell me he has message coming up saying "windows XP recovery " and asking to pay for software to remove.
I assume this is malware but is this straight forward to remove or should he get a guy in??
Also is there a common way this could of happened?

plenty of common ways to happen, majority of it comes from careless browsing on the internet and such.
Removing it you can try malware bytes, ad-aware or spybot - search and destroy.
if that doesn't help, I guess your father can "get a guy in"

I have set up users for both mother and father but only mothers get s the malware message , does this seem correct and do i need to do scans in Safe Mode or not?

all seems fine, do the scans in safe mode if the software allows it to be done so.
