I need to check with you if i want to up my multipliers for CoreI7-980X achieve a 3.6GHz, do i need to 'disable' my Intel (R) SpeedStep (TM) Tech and also the Intel (R) Turbo Mode tech. <-- (Asus rampage III extreme)

If I want to maintain my speed to be always 3.6GHz. By disabling 'SpeedStep Tech' and 'Turbo Mode Tech' will I be able to achieve a constant 3.6GHz with my CoreI7-980X.
