I put together two $1500 builds, thats my max spending limit. One is core i7 build and the other is quad core.

Core i7 DDR3 build

Core 2 Quad Build

The second one has a monitor in it because currently i'm using a Dell CRT monitor but I could let go of the monitor for the performance increase of the i7 and DDR3 memory.

The I7 build looks to be better for a couple reasons, more memory, the Core I7's are faster than most extremes except one. Good Asus Motherboard, and better cooler.
AND URGENT YOU WILL NEED A 850W POWER SUPPLY. Get a Thermaltake Toughpower, the best.
The Quad core is good, but not as good.

Were you planning on using the core i7 without a monitor?

I'd say that will be more difficult

No, if I was to go with the i7 build I would be sticking with my Dell CRT monitor or if I was gonna go with C2Q build I would be getting a new monitor.

ditch the after market cooling and save the $$$ for elsewhere till later etc

if you have the $$$ go for the i7 and pick up a monitor later too :)
