Dell inspiron 531 safe mode

I know that F8 should bring up my boot option, but it does not. My other options are F2 and F12 one takes me to setup and the other takes me to disk boot but no safe mode options. I recently recieved critical error cannot find hard drive and other critical memory errors. Now I hve no desktop, no accessories no task manager access from administrator tells me it has been locked by administrator but I am the administrator. Now I just have a grey desktop no icons no right click function and nothing in my start menu. Also dont know if this helps but I can still access other user accounts on this PC, these accounts can access the inernet but they are not admin. also their start menu is fairly empty only mcafee, iexp., and outlook. Nothing in any of my document folders anywhere on computer. Please Help.
