So I've been doing alot of research in the past few months on this site and reading reviews, heres what I've come up with, let me know if anything should be changed. I will OC and be using a 24" monitor which will be purchased at a later date and will most likely crossfire in the future.

Your PSU isn't up to handling 2x 4870x2 in Crossfire mode.
Sapphire website recommends 1K Watt with two 2x3-pin and two 2x4-pin connectors

For what you're budget looks like you could get a Core i7 920 system. THG Core i7 build

This comes in around $1325. I don't think you could build a better PC for gaming for that cost considering you can easily OC this to 3.6 - 3.8 on air with the Xigamtek Cooler.
