Is it possible to read firmware from a HDD then write it or store this firmware to an ISO or other file, in order to write it to other drives of identical make and model.

Basically this is custom or tweaked firmware, not OEM.

What hardware and software would I need to accomplish the above with a 3.5 drives like a seagate 702.11 or such.

Whoever tweaked that firmware should be able to answer your question.
