What is the smallest dish size I can get away with to get C band on up in
Southern California? I don't mind buying a more expensive LNB if I can get
a smaller dish in return. Can anyone please point me in the right
direction?

It won't work as you envision. Even the lowest Kelvin lnb will add an
increment in a tenth of a db nf. Everything being relative and equal in
satellite tv, which it is not, the larger the reflector the better. Figure
worst case reception, not best case. The smallest I would consider is a
7.5 ft. mesh, a 10 ft. is preferred and then there are individuals like me who
love a 12 ft. antenna. I don't like watching noisy video and signal dropouts.
