Hello, my heat sink is covered with dust lint so I'm trying to remove the fan to clean it off. Is there a way to remove it without removing the entire heatsink? Thanks

Yes, but it isn't easy to do when the entire thing is attached to the motherboard, and especially hard when also crammed into a case. Do yourself a favor, and just shoot a blast of canned air into the heatsink/fan setup. Use the straw that comes with the canned air for maximal effect. That will get the job done.
