Is there any reason my new E5200 @ 3.0 1.175v is running 41 degrees idle and 58 on Prime95.
I reseated my Zalman cnps9700 three times using two different thermal greases and reducing the amount. Case open/closed. There was only a couple degrees difference each time.

Did I just get a bad chip?

Nope, looks pretty normal. We don't even know your ambient temperature.

I just read about others temps being lower and got concerned. Now that my fears are allayed I will try to inch above 3.0MHZ.

and quite frankly the zalman 9700 isn't the best aircooler around.... it's decent but not the best, maybe not even in the the top ten anymore...
