Hello,
Can I use two powerline routers to connect through the house wiring or do I need a router and adapter?

Depends what you are trying to do.

As a general point about powerline from my own experience I would exercise caution when purchasing and confirm with the dealer that if they don't work well or reliably in your particular home (due to power wiring layout or noise issues) a refund will be made.
