If you are using Office 2007, click the Review tab, Click Protect and share Workbook, (the little icon with words spelled out horizontal), Enter password if desired, but not required at this point.

Click the large icon for Protect and share Workbook and here you can select restricted access.

The program may need to download the latest Information Rights Management feature.
