How to open chm file when the path using chinese letter

I have a set of chm files and all files named Chinese letter, as well as path. All files are stored in a local disk. System is XP/SP2. I got error: "can't open the file: mk@MSITStore:....". If I change the file name in English and put it in full English path the location, I CAN OPEN it w/o any problem.

So, my problem is: how to open a chm file when the path or (and) file name contains Chinese char? Thanks.
 
Solution
Easy fix. Go to Control Panel/Regional and Language Options/. Change the Standards and formats to Chinese. You should be able to read chm files containing Chinese characters in file names.

Thank you for your response. Due to my WindowXP is English based OS, so I have no way to remove English language. I've tried t make Chinese as 1st language, but it does not work.
