Between Two RAMS

Hello guys,

I'm planning to build a desktop and I have some problems choosing the best RAM.

Both of these RAMs are priced almost equal at the store I'm going, so I have a hard time choosing.

Kingston HyperX DDR3 1375 MHz 7-7-7-7-20 2GB
Kingston HyperX DDR3 1625 MHz 9-9-9-9-24 2GB

As you can see one is tight timing but low frequency and one is loose timing but high fequency. So which one is faster? Can anyone help?
