Don't even need to spend money.

Go into I.E. options, go to Temporary Files and delete them. Then set the max temp file size to 100mb.

Right-click on your Recycle Bin, empty it if anything is in there.

Open My Computer, go to C:\Windows\Temp, select and delte any files in there. Some may be non-deletable, that's OK. Go to C:\Documents and Settings\your user name\Local Settings\Temp. Delete all files in there.

Download Malwarebytes and run that.

I would do a fresh install if possible. It will most likely improve performance a little bit as well. 5 years is a long time for an OS to accumulate lots of lines in the Registry. A bloated Registry usually bogs down a PC.

Re-building your system will wipe out all of you documents if you just do it on the existing drive. You should be able to delete the partition before re-installing Windows. How are you trying to install it? From Windows or from booting off the CD?

You want to boot off the CD, then during the setup it will ask you where you want it installed, at that point you can select the drive and delete the existing partition. Note that this will wipe out all of your data and programs. After that Windows will install on your now empty drive.

I charge $75 for a format and reinstall. =D That's if things go smoothly, and you have the driver/restore discs.
