is there any spyware software i can buy to clean up my computer.
I would rather spend money and buy the best cleaning software.
thanks for any help i get.

Don't even need to spend money.

Go into I.E. options, go to Temporary Files and delete them. Then set the max temp file size to 100mb.

Right-click on your Recycle Bin, empty it if anything is in there.

Open My Computer, go to C:\Windows\Temp, select and delte any files in there. Some may be non-deletable, that's OK. Go to C:\Documents and Settings\your user name\Local Settings\Temp. Delete all files in there.

Download Malwarebytes and run that.

Learn what web sites and programs are Ok to go to.

Re-building your system will wipe out all of you documents if you just do it on the existing drive. You should be able to delete the partition before re-installing Windows. How are you trying to install it? From Windows or from booting off the CD?

You want to boot off the CD, then during the setup it will ask you where you want it installed, at that point you can select the drive and delete the existing partition. Note that this will wipe out all of your data and programs. After that Windows will install on your now empty drive.
