You might want to get rid of the whole 64 bit thing all together and stick to 32 bit. 64 bit can cause incompatibility and problems. You should be getting very decent FPS.. at least with Bioshock

+1 why are you running 64 bit? I've had much success with XP Pro x86 downgrade from Vista 64-bit. You don't get more than 3.xxGB RAM but the system requires much less resources so I've found that XP Pro 32-bit on 4GB RAM is just as reliable/stable as an x64 on the same hardware...

FWIW, I don't know much about building gaming systems but the trading platforms we use are same or even more robust as many gaming rigs.

Its very simple really...

XP = 32 bit
Vista = 64 bit

Yes, you can get other versions, but theres really no reason. XP 64-bit has terrible driver support, and with the ammount of system RAM and graphics card RAM you have, you will want to stick with 64. I suggest Home Premium, as Ultimate STILL hasn't gotten any of the 'extras' its suppose to.

Secondly, from a hardware standpoint, your CPU is the culprit. OCing (if you can, you may get lucky and hit 2.5-2.6 Ghz) will help somewhat, but sadly you have an original Phenom, which perform less than admirably.

Going back to 32 bit XP or a move to Vista is your best option. Infact, thats the only thing I would look at for now, particularly if performance under 32 bit XP was fine.

Dont listen to the nay-sayers, if you had 4GB of RAM, 64 might be an iffy decision, but as you already have 8GB, go Vista 64 and enjoy the speed.
