this is my 1st build and on the bottom of the heatsink are 3 little rubber looking pieces and i wanted to know if I need to remove them if im using thermal paste?

That is thermal conductive paste, it just comes with the heatsink. You do not need to wipe it off. IT IS thermal paste. Unless your planning to use a different CPU cooler, which you should than you need seperate thermal paste. The stock Intel heatsinks are terrible for cooling.
