CD drive inactive with IDE plugged in

I'm building a new screamer, and after I finally got it pieced together, I cannot get my IDE cd drive to boot. It wont react at all if the IDE cable is plugged in, If I unplug it, I can open the tray as I please. Plug it back in, no longer. I've tried all jumper settings, no avail.

I7 processor and gigabyte mobo
EVGA GTX260 GPU
WD SATA 1TB internal
Coolmax 950 PSU
3GB Gskill DDR3-1600 PC3-12800 memory

Also,

plugged it back into my old system, works fine. Odd.

Not the cable either, used it in my old machine.
