If it's just for Mum, and yours is like mine, then:

MSI Wind Barebones PC - $139.99
G-Skill 2GB DDR2 SO-DIMM - $26.99
Samsung DVD Burner - $25.99

Add your existing hard drive (I'm assuming it's SATA).

Total before shipping - $192.97

The total is 207.96. Well you still need the drives, perephrials, and an OS. I guess you could go with a cheaper board like the ASRock ALiveNF6P-VSTA for 47.99 to make it under budget if you need a copy of windows. You could also go with a cheaper case, but it all depends on what you like. Most of the $30-$45 cases are more cheap gaming cases. Just don't go for one of those really cheap $20 cases from someone like Linkworld as you wouldn't believe how flimsy they are. You get what you pay for after all.
