Read only memory stick

Hello,
i recently bought a kingston datatraveler 200 off ioffer.com.but it seems to be read only.i cant even format the disk.i have tried regedit and cant find storage policies.i downloaded REPAIR_v2.9.1.1 and it cannot locate the usb.any other ideas people.thanking you

Does the drive letter for the disk show up in Windows?
Some USB storage keys have a little switch you can set to write protect it, check for one of those.
