How to boot windows on a new sata hdd on a computer running power light not on o

Hello,
My old pata system hdd went dead, I have a fairly new MB, memory, and data sata hdd. I installed a new sata hdd to install winxp on from a bootable dvd. Problem: I power up the computer, fans are running, power indicator not on, dvd drive won't open, 2 monitors are blank, but I know they work, keyboard light is on, usb powers up my midi keyboard, and when I push the power button, the computer won't turn off

Can anyone help me with this problem, even if it's something simple that I am missing
