Is there any test or program I can run to see if my graphics card is working at its best. I've been noticing some weird problems and I want to rule out graphics card, I can't test it on another system.

Ok, so I installed and tested my system using 3DMark 06 and here are my results:

3DMark Score 5028
SM 2.0 Score 1976
SM 3.0 Score 2009
CPU Score 2123

What do these numbers tell me, there is really no source of comparison. During the process I did not see any graphical errors, so does that mean the card is working fine?

No graphical errors = working fine. Without knowing which card you have, and which CPU you have, its impossible to say if your scores are any good.

Someone might correct me, but for 3dmark06 and a 7900GT, your scores look fine. I had an x1800XT which is just a bit slower, and a 3500+ and scored just a hair slower then 4000. You've got just north of 5K with a better CPU, so I'd say all is well. With the E6600 you could go up in GPU power, so you might want to look for a better video card.
