why wont my dell computer accept my samsung flat screen monitor? the computer is not recognizing the device on plug and play.

Have you tried booting up in Safe Mode?
As the computer starts up and just after you see the Dell logo hold down the F8 key till the Advanced Boot Options show up and then choose Safe Mode. Report back if you can use the monitor is Safe Mode.
