So I built my own computer with a help of a few forumers, but the fan on the graphics card doesn't spin, I know the graphics card receives power because the red light on the back of it is turned on (the over-heating protection one), and the heat sink gets hot, and when I turn OFF the computer the fan makes a few revolutions for some reason. Any idea why D:?

The model of the graphics card is a Saphire Radeon HD 4830

I suppose you don't need us to tell you to check every connection. I'd RMA the card before it gets heat damage.

THe 2*4 red power cable is plugged into the PSU and into the fan, the card is securely lodged in the mother board, anything else I should check D:?

I'm only keeping the comp on for like 20 seconds at a time so the heat sink will prolly stop it from getting heat damage :<.
