Older System, General Problems

Hey guys, When i built my new computer I gave my old computer to my room mates to use cause they just really need an internet browser. Well it used to be a decent computer. Now its just slightly Outdated. But when ever they log on the issues start. EXTREMELY sluggish uses 100% CPU when opening a single web page. Computer Specs:

Thats what Im running, But for some reason it says vista pro. Its actually Vista Ultimate. x86 32Bit. SO yea Recap, Computer Has no programs on it excluding internet browsing and a couple small programs, from a fresh install the computer was super sluggish. Any Ideas?
 
What process(es) makes it that busy and does it get less busy after being logged on for a while?

To make it a bit faster, you could start by increasing memory from 1GB to 2GB or load Windows XP instead of Vista. To be honest, that system isn't really appropriate to run Vista.
