Low end i'm guessing you mean under 500 bucks?
Get a cheap mobo, a Core 2 Duo or Athlon X2, a HDD, RAM, PSU, Case, vid card, and a DVD drive.

Judging by the OP, I'm thinking that's the most complex actions (s)he would be able to take without a mental meltdown... still, +1 for a nighttime laugh ^^

Low end puters are fun to build. I got two. AM2 Sempron HTPC that cost only $215 for cpu/mobo/ram/video card/PSU/DVDRW/HDD/MCE dual tuner capture card/MCE remote with IR blaster/case/case fans.
And LGA 775 Celeron 420 daily general use rig, $110 for CPU/ram/mobo with igp/Combo drive/HDD/card reader/Case/PSU/case fan/2.1 speakers. Of course, to get stuff for this cheap, some parts were free, some bought used, some open box, some parts came out of the dumpster, some parts sourced directly from China, some parts made free by buying whole computers and parting out the unneeded equipment to recoup the money, and just a couple parts were brand new. Both CPUs and PSUs were new retail. Both mobos were open box Newegg.

Wow! And I though my rig was cheap! It's on, I'm gonna go out and build me a Pentium MMX for $5 - beat that! Nah, my Mum found three 1.8GHz P4s on the verge outside a business, with a couple CRT monitors. Score! :sol: They've been fun to play with :) . Geez, they run a little hot though. The only downside of old P4s.
