Windows 7 Pro will not allow install on secondary HDD

I have a 500Gb storage drive in my computer right now, and I've tried installing a game on it (Battlefield: Bad Company 2) because my OS is on my primary 320gig HDD and I know it will fill up fast with all my steam games I get this weird error (link to screenshot below) and I was wondering if anyone knows the solution, thanks.

9800GX2
320gig 7200RPM
500gig (IDE) 5400RPM
750W PSU

I don't know if my insight will help, but no one has responded yet..
I run WIN7 pro and can't install to my 40gig SSD boot drive (too small), I have not had any messages like that occur for any apps yet that I install on my data drive. I don't have bad company2 however.

Some folks just do a registry edit to change which HD all installations point to, this would be more of a permanent solution. Registry edits are not for everyone. I tried this, but found it caused more pbs than it fixed. Now I just point the installation to D: manually each time.

The only reason I can see for a stability issue is if you have a data drive that windows is detecting as failing. This is a very odd problem, I hope someone else has more to offer than I do.
