I plug in my external hard drive and i am unable to see it on my computer?

I am unable to see my external hard drive when I plug it in to my computer?

What type of computer running what operating system? Does your external HDD require external power? If so, is it powered on? Have you tried connecting via another USB port? How about trying the ext HDD with another computer?

Is this a brand new empty external drive? If yes, have you Partitioned and Formatted it to create the "drive" needed for Windows to use it?
