Does anybody know about any microATX mobo with 4 (four) PCI-E slots and graphics onboard?

i don't think so, i think the closest you might find is 2 PCI-e 16x and 1 PCI-e 1x with 1 pci slot

Next question - does anybody know how to order MicroATX mobo with 4 pci-e slots in some chinese company (or somewhere else) for engineering and production? How much this could be?

If you do all the PCB design and engineering, component sourcing, and supply your own BIOS, about $5,000(US). If not, figure at least $20,000(US).
