is it better to have a higher processor and a higher fsb? could you change the fsb settings of your computer?

On a laptop? Don't worry as much about speed unless that's your only factoring issue. Do you need battery life? Your processor's speed is pointless if you get a 5400 RPM hard drive and are buying the computer based on speed. If your computer knowledge is what you express it to be you should call Dell.
