is this a trick question? internal = inside or part of the computer, while external = outside of or separate from the computer.

Your question is a bit too vague to give a proper reply. Do you mean a dial-up modem,
ADSL modem or something else?

Assuming you mean a dial-up modem, the obvious difference is that one
is inside and one is outside.

Many internal PCI modems are software modems (Winmodems).

Most if not all external modems with a serial port connection are
proper hardware modems.
