OC'ing with multiplier, voltage question

If I OC with the multiplier, will I still be likely to have to up voltages on RAM and NB?

I am running a Phenom II 965 C3 with a Msi 870A-G54 and XMS3's 7-8-7. Prime 95 crashes once I get to 4Ghz (crashes at long ffts within 15 Minutes) , but it would seem to be memory related (runs longer on short ffts, but I haven't run it for more than 2 hours at this setting before stopping it). Would it make sense that the I need to up the memory or nb voltage after upping the multiplier enough?

Stable:
Ram is at 7-8-7-20 1T 1.63 V
CPU is at 19.5x200mhz 3.9Ghz 1.4 V
cant remember the nb...I'm at work right now and can't check it, but for now I put it at the highest voltage that he bios shows that isn't in the red (not recommended).

bumping it up to 20x multi causes aforementioned crashes...can't remember if it is bluescreen or a core just shuts off because of rounding errors, but i think the former.
