Can I use my HP power adaptor with a Dell laptop

My Dell Inspiron 6400 power adaptor is burnt, can I substitute it with the adaptor of an HP nc6400?? Knowing that the dell adaptor is 19.5V and the HP adaptor is 19V and both cable jacks have the same shape and same size.

What about the amps? No matter if voltage is the same, they can have different amps.

Be sure the polarity is right as well.
