Please tell me there's a way to eliminate this rather annoying feature in Windows XP:
If I click on the scrollbar for a window and then move the mouse up or down to scroll the contents I've noticed that if the mouse drifts too far either left or right (while dragging up/down) the window will immediately snap back to the start position. It's really annoying for long webpages where I've moved down pretty far and all of a sudden the window snaps back to the start. I especially notice it on my new higher resolution screen because there's more opportunity for the mouse to navigate away from scrollbar as I'm dragging up/down.
