After plugging a new hard drive into my computer i tried to turn it on, but the computer remains off. The computer makes noises but nothing happens

Does it work if you disconnect the new hard disk?

Is this a replacement drive or a 2nd drive?
If a replacement drive Windows will need to be installed on it.
If it is a 2nd drive assure the jumpers are set correctly.
