I accidently unplugged the power plug from my hard drive WHILE THE PC WAS ON. I was reinstalling OS and had a black screen and, being tired, I thought it was off. Anyway, its off NOW!!!

When I hit the power switch nothing happens. Completely dead. I don't know if its the power supply or the motherboard. They are 3 weeks old with a 30 day return policy.

Question... Does the return policy mean 1) in good working condition, or 2) even if I ruined it? Should the store take it back?

You'll have to take that up with the store if you want to get the issue resolved with them, all stores are different. Otherwise your components should be covered by manufacturer warranty. Just tell them your component died and they should replace it for you.
