if i get this ram will my pc be better stronger faster then be4 ?

Depends on your motherboard chipset; does it recognize 1066 ram at the default settings? If so, then you'll notice a modest improvement. The timings are critical. Look for 5-5-5-15 or even better 4-4-4-12.
