I recently restored my brother's Dell Inspiron that had been sitting unused for about 5 months. When I first started it up, it would only beep 4 times. Then it did launch into Windows Vista but stopped. Tried to start in safe mode; wouldn't work. Then it started having blue plaid lines all over at the Dell start-up screen. I brought it home and was able to change the BIOS to boot from the recovery CD and reinstalled everything to factory. Now a few weeks later, it is again having the same problem. After a little research, I am wondering if it has to do with the graphics card? Can anyone help?

If you are getting blue plaid lines, your integrated video is going bad. Possibly the motherboard might need replacement. For now you can try adding a budget video card and disabling onboard video.
