What kind of budget are you working with? What 3d graphics software will you be using?
Is 2D/3D animation just a hobby or will you be making a living with this new computer system?

Lets see.........money wise I say at about around $1,000 to $1,500.
Software: 3D Studio Max.
A little bit of both.

Keeping your budget in mind about the best bang for your budget is a system built around a quad core CPU like the Q9550.

Core 2 Quad Q9550 Yorkfield 2.83GHz $280
GIGABYTE GA-EP45-UD3P P45 ATX Motherboard $135 (and $20 rebate)
mushkin 4GB DDR2 800 (PC2 6400) $47
WD Caviar 640GB 7200 SATA3 Hard Drive $75
LITE-ON 20X SATA DVD Burner $22
POWERCOLOR HD 4870 1GB video card $225 (and $15 rebate)
COOLER MASTER Centurion 590 RC-590 $70
CORSAIR 650TX PSU 650W $100 ($20 rebate) (only $5 more than the 550W PSU which I thought was "right sized" for this system.)
Vista Home Premium SP1 64-bit $100

You could save an extra ~$100 and still keep the 3D Studio Max performance very strong by choosing:
SAPPHIRE Radeon HD 4850 1GB $162 ($10 rebate)
CORSAIR 450VX 450W PSU $69 ($10 rebate)
