That's actually decent I think. Remember these chips can run up to 90 degrees C. If you are concerned though, may want to consider a pci slot cooler fan to go underneath the card. My overclocked 9600gt is running 35C at idle. So I imagine it ramps up some during games. But as I said if it concerns you, I would grab a high flow pci slot cooler fan to go under the card, and also maybe check airflow in your case in general.

Going with the PCI slot cooler is less expensive I think because I was curious of buying a gaming PC case. If I will be going with the latter, what PC case would you recommend? Good airflow but not that expensive.
