New build won't boot

Putting together my second build.

Xfx 630i motherboard, pentium duo, 2GB RAM, 250gb sata, xfx8500 videocard...etc.

Turn power on and.....nothing but the fans and case lights. Can't get to start up screen to get to bios. Doesn't seem my mouse or keyboard power on when connected or DVD/CD respond. Harddrive feels like it's spinning.

Can anyone tell me what's up? The first build I did went flawlessly.

Some updates:

PSU is a cheapy atx 450W. But reviews have this supply working for what I need it for. I tried my old PSU that worked fine on last computer and still nothing.

I'm thinking DOA motherboard. Bought this one from TigerDirect barebone kit. Reviews have been good. No power output problems reported.

How many sticks of RAM do you have? I just went through this same problem and it was a bad stick of memory. If you have 2 sticks try taking one out and trying to boot. If no luck, put the other back in and take the one out and try again. Try each stick in all the slots, too.

Did you remember to plug in the 4-pin CPU power connector near the CPU socket in addition to the 24-pin motherboard power connector?
