When i bought a new heatsink fan, put it in my PC but on the manual it seems that i have to clean all the old Thermal Paste from the CPU, but is it ok to use a cloth to clean it out no alcohol, but is it nessecary to clean all the Thermal Paste off 100%?

I just use a tissue without any cleaning appliance. As long as the thermal paste isn't very cold, it should be easy to remove. So one tip: power on your system like 20 minutes then power it down and remove the paste. Re-apply the new paste and mount your new HSF.

Oh and wash your hands, that stuff is often cancer-inducing.
